I think it has already been implemented. I verified by putting in CLB level 7 scores (in TEF Canada) in the CIC CRS points calculator tool. Earlier you used to get 42 extra CRS points (for French as a second language), now according to new rules you get 62 extra CRS points.

Absolutely, it is a near exact simulation of the TEF test (specially e-TEF).

I got my exam results in 10 days ( Mumbai), but there were only 4 students during that test so maybe because of that.
