If you have PPR, then a positive decision has been made on your visa application. Step to take will be to go submit your passport with a 2 way courier paid, print out the POE letter, get your visa stamped passport, buy ticket, pack your bags and travel. LOL

Since the time you got that Visa, you would have been given SOWP permit if you had travelled to Canada so if the Visa has not expired, I guess you can still go to get your Permit.
