What Province are you living in? In BC you can apply for MSP (government coverage) after submitting your PR application.

We applied for PR + OWP when my wife had valid visitor status. If I am not mistaken, you need valid status to qualify for the OWP but you don't need it to qualify for the PR.

Did you try submit the MSP application or just talk to someone about it? Did you send the IRCC receipt you were given when you paid all the PR fees? That's all my wife had to submit and it seemed to be enough. No AOR was required.

My wife just received a Biometrics Reminder letter today (reminding us to pay the fees if we haven't already). We applied early June. I know it doesn't mean much, but at least they looked at the application for a split second :rolleyes:
