    You can move to Toronto anytime after or before your eligibility interview but you need to change your lawyer though and I think you can request your eligibility interviewer to transfer your file in Toronto.

    I'd recommend you to read your case and check if there's any contradictions or omissions. It's most probably they want to clarify something and you'll be given positive decision at the second hearing if board member is satisfy with your story. Good luck.

    Was the decision verbally given at the hearing? I think in Montreal, board members make every claimants waits for the decisions.
