We should be sincere with the country who's providing us protection. I don't like when people do that or give this bad advise to someone. This is fraud and if you get caught then forget about your Canadian dreams.

You can move to Toronto anytime after or before your eligibility interview but you need to change your lawyer though and I think you can request your eligibility interviewer to transfer your file in Toronto.

Try to write that in your BOC and explain why you didn't provide right information in first place.

I'd recommend you to read your case and check if there's any contradictions or omissions. It's most probably they want to clarify something and you'll be given positive decision at the second hearing if board member is satisfy with your story. Good luck.

Was the decision verbally given at the hearing? I think in Montreal, board members make every claimants waits for the decisions.
