If you directly got BVL(without AIP), it is a refusal. Sometimes a refusal shows up in 24 hours or sometimes it takes more time. Happened to me on Oct 3rd and to another guy around the same time.

Nope, I never did. I deferred to Jan when I did not get an AIP before the course start date. It was far too risky to start the course without an AIP. AIPs were held back for people who were considered 'high risk' and those people were marked as "Recommend Interview" by the junior officers...

When you submit the documents, it is deemed to have been signed by you. It will ask you to type in your name there, you are declaring that you are submitting the file at that time. No separate signature required.
