does this mean that test dates would be decided baaed on AOR date and not App received date?

Someone I know got his AOR for May 25 application. I am March and no AOR yet. My question is- Are the test dates decided as per AOR date? or Application received date?? If it will be AOR date, then that's definitely unfair.

Even I am waiting for AOR . Application sent by Feb end and delivered March first week.
