I wouldn't say PNP processing time is 11-13 months since it is optimistic. Even if many applications have received PPR around 12 months, it doesn't mean others will grab the same time. It seems like all the applications are processed in batch grouped by month or quarter. Those of Mar and Apr have started receiving PPR and those of Sep and Oct have started receiving AOR after new year.
