    It says in the letter that the passport only needs to be sent if are not from a Visa exempt country. The important part - the part OP was asking about - was where to send the bloody thing when the website is dead.

    That's not really the point and kind of wasting OP's time. OP needs to send the form, passport pictures, and photocopies of the passport even if they are visa exempt, it's really not about whether or not they need to send the passport. The link remains dead from a website not in use for two years.

    I didn't. I made my alternative arrangements before the website to schedule it came in (it would have been in the first weeks of the new measures), and I took the government at its word. It does deter me from visiting my wife and child still awaiting PR, though.

    That's the recommendation. If you leave, no one will stop you. If you must leave the country during your 14 day quarantine, the rules is that you have to go straight to your final destination without stopping. They aren't likely to let you in without a quarantine plan, though, so it's a moot point.

    You have to be careful with the word "essential". You will be able to enter Canada to visit your Canadian spouse. You do not need to ask for permission. You will still be subject to the quarantine, including the 3 day special hotel at your own cost (unless you enter through land).
