I think you should withdraw your study permit application and apply again when you get a new LOA or if you get an updated LOA from the same university then you can just send it to the embassy via webform coz that's what I did

Yes I did, and the university told me that I should inform the embassy about it, which I did via webforms

I also received it, I applied for my permit on the 4th of December and got this email on the 4th of January so I just figured that they sent me that because it's a month
