Not if you don't have an ECA for them. Instead, you will declare them in the "personal history" section when you complete your full PR application post-ITA.

I see a similar message, except for me it's November 25, 2019. That's the date I last updated my profile (which raised my CRS above the cutoff for the draw), so maybe that's why? In any case, my ITA letter does state November 27...

In the CRS nomenclature it's "Doctoral level university degree (Ph.D.)". My French-language ECA says "Doctorat en philosophie (Ph.D.)". Note that my PhD was in Physics; I think certain doctorates, like medical doctors only count as Master-level in CRS (135 pts, rather than 150). I don't know...

Thank you :) I finally (after more than 10 months...) got my ECA from ICAS. Because I have a PhD, that earned me 150 pts under "Core / human capital factors" and another 50 under "Skill Transferability factors".

I only sent emails, alternating between the direct email to H. Oswald (who also had been in contact with me) and the form on their website. Didn't always get a reply though, some email got mysteriously "lost" (as did a number of those they said they had sent to my institution, so I had to check...
