I read somewhere(I think official Canadian immigration site) there are two ways to apply: one is getting noticed and NOI and one is just applying yourself. But yeah I think applying without NOI is probably close to throwing away your money out of the window.

Hi everyone, has anyone tried applying for OINP without receiving an NOI. My NOC 2174, CRS: 450, CLB 9. I haven't received an NOI, so I am curious, has anyone tried applying without NOI? Thanks.
