It made me think if we deliberarely send the photo to Windsor office as opposed to the designated office, what will happen. Will we expect a PR card or photos in the returning envelope in 2 weeks ?

Mandamus doesn't mean that you will go to the court and hire a lawyer. It's sort of a way to scare them and most of the time, your case will be settled before the court date.

Just google 'mandamus canadavisa'. Lots of people have done that. It's the nuclear weapon to avoid situation like this. And a lawyer is not required. Best of luck.

Hi Minian, I saw your previous post. I strongly suggest you to file a mandamus to the court. They would normally finish your application within 30 days.
