1. You can submit your passport at the VAC in the country where you live not compulsory to send to Lagos VFS. 2. I this it's compulsory to mail citing COVID-19 rules. So you cannot walk in to submit. You could go back and check this thread for courier guidelines, its has been posted severally...

It means your passport has been sent from VAC being VFS to the OC (officer in charge) in IRCC for processing. Got it?
