2 possible reasons - You might be using wrong email address to reset password - You account is more than 60 days old (and not submitted application) which means it is automatically deleted. I faced the issue. "Our system is down. Try again later." is a bug in their system.

If this is true, we might see another year of delay

Well IRCC always hide behind this explanation that "each case is different". I don't see how such a large number cases can be different. They don't ask for additional documents or interviews. I see posts regularly from people who even have everything approved but final decision not made, or CoPR...
