I don't think so they will exempt the biometrics.. I went through same situation.. I asked them in advance on call centre and they advised me that there is less probability to exempt biometrics if during the application submission their living address is not in Canada.. so after that I applied...

cant they find in the system that if persons appointment is booked with USCIS for biometrics?

My parents US visa get approved and will go to US for biometric.. i will be driving there. I would like to get an advise about if we should tell them at the border that we are going for biometrics or just tell them for shopping and visiting?

if you read the AOR they clearly mentioned that applicant only contact when they asked to otherwise it will delay it.. I think you should better read it carefully

it takes time mostly in complicated cases specially when there is a divorce. was there any complications with your friends case?

did you pass the 18 month timeframe?.. they follow the timeline.. they have to make decision within 18 months if there is no complication. so they follow the rule but we applicant delay all the process by contacting them again and again which is not right
