Thanks winnipegmb. The last correspondence I had with buffalo was a month ago, so I emailed them up yesterday afternoon and this morning got a PPR through email.

Told them that I returned the work permit back to my previous employers which was mandatory prior to leaving the country. And that there's no way I can get the PCC because I don't have the work permit which is a pre-requisite.
