So it looks like the application with Ack date Sep 13th are being processed today (for Toronto Juris).

Oh that's something new for me. I was under impression that all the applications process in New Delhi, once the applicant receives the acknowledgement.

tbh, it doesn't matter to India as he was branded a "T*******" by the NIA. USA did the same thing to UBL, AL-Zaw, SH (in Iraq) and quite a few in the middle east. When other's do, it shouldn't be a problem to USA. ;)
