Is it necessary that they both move to Canada immediately or is it ok if jus the wife moves after she receives her PR?

So just to re confirm, a Canadian citizen living in US with a non citizen wife cannot sponsor her Canadian PR unless they plan to move to Canada immediately after she gets her PR? Also, how immediate does that move have to be? Is there a time frame of 2 or 3 years?
