Yes you can apply but not under SDS program. Concentrate on SOP, I believe a good SOP and application has more impact than Ielts. In general category you may submit your visa application without IELTS; but you must have unconditional acceptance letter from your (DLI) institute.

Usually take 1 or 2 days

Time varies, passport request received in 1 minute to 10 days after receiving correspondence letter. In my case, I received passport request just in three minutes after correspondence.

Two types of correspondence letters; First correspondence shows the validity of your biometrics, and second correspondence recived after passport submission, which shows the visa validity dates.

Exactly the same situation. You must submit your passport ASAP because a decision has already been made on your application. Before travel to Canada, you need a new offer as proof of your deferral to show CBSA officer after landing.

Your IELTS score is impressive, but good SOP will boost your application. I have seen many cases with excellent IELTS score, but got rejected due to poor SOP and application.
