It might be because PR cards are not a valid photo ID for immigration purposes? I remember when I submitted my citizenship application and they requested two photo IDs, they specified PR cards were not valid and I should use a driver license, healthcard or passport instead.

Just wondering, in case they have separate agents or teams dealing with applications based on language of service (i.e. maybe the french-speaking agents have less of a backlog to deal with).
