You don't have to book through bls, you can send it by purolator on your own. I believe you can also include self addressed purolator envelope for return. Even that will save you ton of money. Call bls and confirm this.

I don't think you need to wait for instructions. Create an account in ircc portal and use that account to download your e-certificate using your application details.

Yes, NGF is the secondary office which did test and oath scheduling. LPP from Sydney took 7 months after test. Thank you! Hopefully they don't cancel the last moment, with ircc it's too early to celebrate anything until that final step.
