If this is true, its absolutely ridiculous on IRCCs part to keep Jan - March applicants in Limbo. They can achieve numbers either way by approving those applicants. I don't get their calculation.

This may be true in some lucky cases only! I think, Sydney NS is very slow with both Inland and Outland applications!

No offense : I do not think the immitracker is 100% correct... If you go on AOR Jan 2020 and AOR Feb 2020 pages, you will get the reality that most of them are still struggling on even getting security passed as of today.. Mine is the same case, I am Feb 2020 AOR, so it might be the opposite...

Really ? As per old GCMS notes of October , criminality is passed, security wasn't started and Info sharing was/is in progress.... hence this query ? God knows if IRCC agents know what they reply us!
