Just realized, it came from ETOBICOKE. IRCC PR Portal / Portail RP IRCC <IRCC.ClientPortalOntario-OntarioClientPortail.IRCC@cic.gc.ca>

I just received my 1st Portal Email that informs about "PR Approval" for me and my dependents and requires me to provide the applicant-specific information. IRCC Tracker still shows Eligibility as "Not Started". No Ghost updates, no movement on profile, just these emails directly.
