I would think that it is more dependent on the mindset of the visa officer, as well as his mood at the time. If this isn't the case, it doesn't make any sense that certain applications, while being nearly perfect, are still being turned down. :D

When we turned in our application, it was for the May intake. We didn't get an update, so we decided to defer to September. Since we had two previous rejections, perhaps that should have prompted a closer look at our application.

Every day, I go to youtube to look at the PPR timelines videos, and it seems that students are still getting visa approvals. So this is not a complete standstill by any means. I can only wish for luck like that.
