You have to wait. Travel exemptions don't apply to CoPR issued after 18 Mar, if you're outside of US. https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/immigration-applicants.html

I always incur Foreign Transaction Charges for using regular (not travel) US credit cards outside the country. Which one are you using ?

It's not mandatory to travel. If you can't or unwilling to travel, you'll get an extension. Raise a webform and inform them of your situation.

Central Intake Office (CIO) is usually different than Case Processing Center (CPC). CIO forwards cases to CPC after initial checks. CPC-Ottawa is very fast these days. Good Luck !!
