I don't think so, since the PR application is separate from the OWP application at this point. If you look at the tracking spreadsheet, plenty of May applicants have received their OWPs but no one has received sponsorship approval...

I haven't been able to link mine - AOR received July 11 as well. I feel a little better knowing you can't link yours either!

Mine says that, too - it's normal. I don't remember where, but I read that most steps are listed as "not needed" or "not applicable" by default when the app is accepted, and they're later updated with the actual status as it progresses.
