Firstly, confirm whether you need Biometrics as you are CEC applicant. Secondly, a lot of people received BIL within 14 days of AOR. So just wait for a week. You may receive your BIL, submit your Biometrics in Canada itself and then fly to India. Don't take a risk planning to give Biometrics...
