Strange and incomplete question. Does your friend has a PR? If no, then your friend cannot apply for citizenship. If Yes, you may want to calculate days to add up to 1095 and then apply.

You dont have to enter N/A in every empty cell. Just one N/A to a particular question in enough.

When you land, immigration officer will do all the paperwork for PR and will ask for the address. Make sure you have the address where you will be staying or the mailing address.
