Via land border, in a private car, yes. If you’re traveling in a commercial vehicle, no, only a PR Card or PRTD is recognized. You should apply for a PRTD immediately you leave Canada.

You can travel with just COPR but only via land border. Perhaps OP isn't in a situation to travel by land. Also, the border isn't closed to citizens and permanently residents.

I applied for mine on the 6th of June, and haven't heard back. I submitted a word document with my itinerary instead of a flight ticket. I hope they get back to me soon.

That’s a good sign. Interviews are common for spousal sponsorship, and is usually the last step. As long as all your documents are fine and your answers truthful, you’ll be fine. Good luck.
