I hve got the same latter written “Final Decision NOT received” I am also wondering what does it mean

Hi, I have applied a study permit on 25 April 2019 and after almost 9 weeks without feedback I checked with the VAC, I have got a document written “Final decision NOT received”. Kindly advise what does that mean a rejection, approval or what? I am confused with it
