Question for everyone: Would it be beneficial for processing timeline if I apply for my parents after they are in Canada on visitor visa? Or the timeline is same regardless of wherever they are in the world? Does the country of processing depend on where the applicant is or the sponsor?

I am not sure how true it is that they lottery system prioritizes people who have qualified for it longer. Because I know someone who had just turned into a PR and applied for their parents in 2020 and got an invite to apply in the first draw.

Does anyone know if they have sent out all invites for this year or is it still in process?

Did IRCC open 'Interest to sponsor' forms in 2021? The cic website says it was only Oct 2020 - Nov 2020. But I read somewhere that they opened again in September 2021. Please confirm
