For CEC only draws, if a person has 1 year of foreign work experience and 1 year of Canadian work experience, will he get points for both work experience or will he get points only for Canadian work experience?

Work experience is counted from the day you apply for PGWP as they consider you on an implied status. But, in my case work permit got rejected and i got it from border. So i am not sure if i count that experience or not.

Yes, you can apply for benefits when available as far as you have made $5000 legally in last 1 yr.
