    This is mostly correct. Fidelity does not allow purchase of new mutual funds, but will allow you to keep any existing MF investments in your portfolio. Certain leveraged stocks, options and ADRs may also be restricted.

    Part of the problem is that scores below 400 are unreliable. A majority of those profiles are people waiting to complete their profiles - either waiting on a degree/school completion, IELTS etc. As and when the profiles get updated, those scores will shoot up.
