Final Update: PR Cards were promptly delivered within 3 weeks of changing the address. Note that both the PR cards (mine and my wife's) were sent separately.

If you want to drive then yes that's the closest. You can always fly in to Canada and do your soft landing at the airport, Toronto for instance.
