Based only on my own experience: Yes ECAS will show a date that the certificate was mailed but it in my case, it's not real. My ECAS said it was mailed March 19th and it was postmarked April 9th ( and I question the April 9th date because it arrived on May 4th)

You can't make this stuff up. Certificate mailed from Sydney on March 19 and as of April 30th (6weeks) it had not arrived. I faxed a Solemn Declaration form on April 30th. Of course, it comes in today's mail. I faxed and also emailed asking if I can cancel the Solemn Declaration. 2 letters...

When you fill out the webform, make sure you enter your name as it appears on your passport. I had my webform returned because I left off my middle name, which is on my passport.

I believe the 4 month time frame is when the Certificate is mailed to a Canadian Embassy. I live in NYC vicinity and mail from Sydney is usually less than 8 business days.

This morning I am convinced that the envelope containing my Certificate either hasn't left Sydney (status shows that it was mailed on March 19th) or it was seriously delayed before leaving Sydney. Only time will tell.
