@iWish2 BLS Ottawa allows surrender certificate applications without a Canadian passport. He/she did, and his application is successfully finished. I did today, and my application was accepted. Hope this helps.

Update : BLS Ottawa accepted the application without a Canadian passport ( Or any kind of receipt that passport is under processing ).

Hey I just tried it with my spouse's portal and it worked. I by mistake entered the paper file number instead of application number. So basically any portal account can be used to download the certificate. Thank you so much for the info and help!

I am getting same error, did you try with different email to download e certificate? Did it work? I cannot get e certificate from my spouse 's portal account by adding my uci, application number and date of birth.

Do we need a guarantor for the in-person application? What I gather from the instructions is that the guarantor is required to verify the documents submitted for the application by mail.
