It looks like they require ID to be attached to the application. PR card will be cut. Do they expect Driver License to be sent? How will I drive then?

Yes, of course, they fast for 2021 applications, but 2019 applicants are waiting for 2-3 years now. In March-2022 will be 3 years mark for me, I'm quite seriously waiting for this.

Yes, I think most of IRCC agents currently truly busy with 2020 and 2021 applications, thus 2019 just left behind.
