Hey, you just write to PassportSubmission@vfshelpline.com and tell them you have to submit the passport. Share you IRCC letter which asks you to submit passport. They will then respond to you.

Applied in June last week. Nothing yet.

Sorry, I didn't elaborate on first go. By travel exempt here means anyone who is an immediate family member of canadian citizen or permanent resident who is now eligible to travel to Canada amidst covid 19 restrictions.
