Hello, my sister got conditional letter of acceptance from college, it is because she hasnt graduated from high school yet. They only issue the unconditional one once they got the final grades. Can we apply for study permit with conditional letter?

Looks like your R10 is done. Try looking at the assessment part on the first few pages, it will tell you your eligibility, crimnality and security check.
