    Yes it's normal for inland to have to provide 2 new photos at the landing interviee. I'm guessing since your landing interview is processed at your local IRCC and they are the ones who issue your card. They aren't the ones who recieved your original pictures.

    I just landed at the Edmonton IRCC office Nov. 28th and have not yet recieved my PR card. They told me to expect 2 - 3 weeks for it to arrive. I would recommend rescheduling the landing interview. It is usually only delayed by a couple weeks.

    Have you checked on GCkey? My ecas changed to DM about 3 weeks ago and I have yet to receive a physical letter in the mail but did receive correspondence on GCkey. If it was a rejection you would have recieved a procedural fairness first and been given a chance to respond before a final refusal.

    Some recent inland applicants are starting to receive requests for biometrics now. Seems IRCC are rolling out 50+ locations within Canada as of December 2019 to submit biometrics so I would expect to have to provide them.
