1. If she is planning to come with you then answer yes. In other words, if applicant is coming with spouse to Canada then select yes. I believe it will be No as you are currently in Canada and she is in in other country. 2. Yes merge everything.

Same here but I am planning to apply for Outland by this week. As I waited for more than 3 months with three VV applications and still no response. I also tried to send a couple of web forms but no hope. I tried calling IRCC yesterday, and they said you should contact the Delhi office directly...
