Can a person enter into Canada at any Port of Entry after receiving a COPR and one time visa? In the COPR that I received has the Province of Destination as Ontario and City of Destination is Toronto but my plan is to stay in Vancouver, BC.

Tried using the desktop version of gmail in mobile, can not see the hangouts option to dial. Used hangouts app to dial but the call is not connected. Any suggestions?

Looks like I can not dial in from outside of Canada. I tried dialing the IRCC international number and they transferred me to CIC and the call went to an automated voicemail saying the toll free number is not accessible from my calling area which is in United States.
