Hello - Can we create another express entry profile after submitting a CSE for withdrawal of the PR application or should we wait for the confirmation of withdrawal from IRCC? Medicals haven't passed yet, it's been just a month since i submitted the application.

It's a risk and is entirely at the discretion of the visa officer whether to accept it or not. Probably, not worth taking it.

The question is very clear and using 'or' doesn't create any confusion - The reason why 'or' should be used is IRCC will take time to confirm the withdrawal of application. It doesn't happen as soon as submit my form for withdrawal of application.
