You should be more concerned (worried) about the Visa Officer's decision than the institution's.

It's your SOP, you are the author. No one has a say as to what order or format you have to follow. But it would be logical to start with the course, then the university and then Canada. This is just so you don't make the VO think that you want to come into the country more than taking the course.
