What exactly is a ghost update? If there is an update then does it mean they will ask for additional documents?

HI All, UAE AOR Sept 1st week MEP Passed in Sept 4th week IP 2 Dec 20 Nothing on Ghost udpates or Pre PR. ANyone in UAE with these timelines already got a PPR? I am FSW O Also, does PPR happen from Abu dhabi? Does the file move there after IP2 completed?
