Yes, I think u got it correctly. Although lot of people complain about sending their docs from Mumbai Uni. I have come across many posts in this website of people from Mumbai Uni discussing some issues (university should attest, not college....stuff like that). u should look into it further...

Please send the envelopes separately, do not put them in one envelope. I don't understand this third set of "attested docs"?!?! Both ur transcripts should be attested by each of ur 2 colleges. For me the pincode didn't matter, but if all of ur different envelopes reach at the same exact time...

please try DTDC. maybe Fedex/DHL are strict about this. DTDC was ok with this in my case. u can also get this done through India Post, if they are ok with u putting ur college as sender.

No. Academic Records Request Form is only to make it easier for you to request ur college for docs. It is not mandatory for the Academic Records Request Form to be sent to WES.
