I think PCC is required. How they verify criminal history before you become PR? If you calculate the 1-year validity of your Canadian VISA and 3 years residency time it equates to 4 years. so They need to verify your background for 4 years irrespective when you got your PR

I think you need to provide PCC irrespective of which country it is if it’s different from Canada. They have to perform background check in all countries you have been in past four years continuesly ~180 days.

I filled it because I stayed more than 186 days in another country before becoming PR. I filled just my name in the first line and signed in the last line. everything in that document I wrote "not applicable". I have attached a separate clarification letter with that document.
