Same here, without knowing I created portal account before receiving credentials. But 2 days after replying 1st email, they updated my profile and I could access my pr portal and uploaded photos and address.

Absolutely no relation. some people got their ecopr after 1 or 2 days like uploaded photo Feb 10>> ecopr Feb 11 or Feb 21>>ecopr Feb 23. may be depending on VO and the officer. Some are working hard, others not.
