It takes minimum 4 weeks for them to evaluate your profile. It sometimes takes 8 weeks or more too depending on the number of students applying. I think they are full for Jan 2020 and they stopped sending conditional offer letters. You might be deferred to May intake.

I don't think every university has that clarification. Many need 4 years as a mandatory requirement. Get in touch with their admissions team and ask them to know whether they would accept 3 years grad or not. Or else you can go for one more year masters and then apply.
