Yes. But ensure to have an affidavit from the translators. And submit both the original and translated copy with the affidavit to IRCC.

MOFA is not required for the translation.

Just to be on the safe side as still the designation of the officer and the document creation date etc are in Arabic.

They will ask you to submit an application with your personal details and purpose of letter. This facilitation letter will be in Arabic. You get it attested from MOFA and then submit it at the police station. The PCC is itself will be in Arabic so you need to get that translated in English...
